About 10 years ago, staff at Sing Swee Kee Chicken Rice discovered how tedious it was to apply for the licences restaurants required in Singapore.

Ms Eliss Pang, the restaurant's director of operations, said they had to go through different agencies, each requiring its own set of documents.
