WASHINGTON - To South Korean President Moon Jae-in, the resumption of joint projects with North Korea such as the Kaesong Industrial Complex and Mount Kumgang tours is a vital step to long-term peace on the Korean Peninsula.

But the United States, wary of rewarding Pyongyang without seeing concrete steps towards denuclearisation, is unlikely to ease some sanctions to allow the suspended projects to move forward.
