LONDON - The new round of talks on Monday (March 14) between officials from Russia and Ukraine was held amid indications that prospects are improving for a negotiated ceasefire to a war that has killed tens of thousands, and created more than 2.5 million refugees.
"We see significant progress in the negotiations," said Mr Leonid Slutsky, a senior member of the Russian negotiating team.
