It is timely that the Ministry of Education is including parents, educators, professionals and the community in the next phase of its review of its approach in handling bullying.

Beyond guiding bullies to reflect on their actions – which is a reactive step – we should also focus on prevention and work with stakeholders to build a culture of inclusiveness and respect through example.

An open platform for regular dialogue on harassment, coupled with an escalation mechanism, can reinforce such a culture and ensure a safe study environment.

For example, Singapore Management University (SMU) has a unit within the Student Services Hub that assists and supports students affected by harassment or discrimination – including sexual harassment. The unit is supported by trained staff working closely with SMU’s professional counsellors.

The unit also disseminates educational information regularly, including on issues such as consent and respect. Learning to speak up against harassment or to report misconduct requires confidence and courage.

As a central point of contact for harassment or discrimination cases, the unit gives students, whether victims or alleged perpetrators, a safe and central place to be heard whilst ensuring confidentiality. 

While such platforms are already in place in the tertiary institutions by virtue of their scale, the question is whether there is adequate support at primary, secondary and junior college levels. 

Such an initiative will be a further step towards building an inclusive and respectful culture within the community.
