SINGAPORE – Life was supposed to return to some semblance of normal when the Covid-19 pandemic ended.

Restaurant owners, who spent three years pivoting furiously, were supposed to be able to breathe a little easier. No more dining restrictions. Tourists will come flooding in. Everything is going to be fine.
