WASHINGTON - President Donald Trump's decision to withdraw United States troops from Syria delivered on a campaign promise and long-held belief that America should pull out of its wars abroad.
But it has raised serious worries that, notwithstanding its loss of territory, the Islamic State in Iraq and Syria (ISIS) could stage a comeback in the region.
