WASHINGTON - They call it the "Ike Dike" - named after Hurricane Ike that laid waste to the Texas coast in 2008, killing 74 people in the state and more in Haiti, and causing more than US$30 billion (S$42 billion) in damage.
One could just as well call it the cost of climate change.
