WASHINGTON – The last time US President Donald Trump issued a national security strategy, eight years ago, it heralded a return to superpower competition, describing China and Russia as “revisionist” powers seeking to upend US dominance around the world.
“China and Russia challenge American power, influence and interests, attempting to erode American security and prosperity,” he wrote in a document that reflected the influence of his advisers in his first term.
