CHICAGO – On a humid September night in Chicago, Mr Cameo Polk was asleep in his fifth-floor apartment when he heard the thump thump thump of a helicopter overhead.

Outside, hundreds of men with masks and rifles were scurrying around the building. He briefly wondered if an invasion was underway.
