TEL AVIV - It could have been a historic achievement for Israel's Prime Minister Benjamin Netanyahu: He had just received a mandate to form a government for the fifth consecutive time.

But as Mr Netanyahu stood behind a lectern at the president's residence in Jerusalem last Wednesday (Sept 25) evening, he did not look content at all.
