SINGAPORE - Motivated by what he deemed a "priceless" experience as an Olympic volunteer at the 2016 Rio Olympics, a 39-year-old Singaporean who wanted to be known only as Budi was eager for a repeat at the 2020 Tokyo Olympics.

But his hopes were dealt a blow earlier this week.
