SINGAPORE - A cat-and-mouse game is being played out daily in Little India.
While they appear to be carefree and loitering harmlessly, some men who walk the busy roads, side streets and alleyways in the area are actually peddlers of chewing tobacco who are part of a network that also includes lookouts.
