SINGAPORE – When Mrs Rebecca Chew took over as principal of Naval Base Secondary School in Yishun in 2002, student morale was low and the number of disciplinary cases was high.

Apart from the usual issues such as being late for school, she also had to handle juvenile delinquency problems like petty crime and possession of illegal weapons.
