SINGAPORE – When mum-of-two Nur Adilla Nazli was looking for a pre-school for her elder son, her top priority was to find an affordable one near home so that school drop-offs and pickups would be convenient.

The 34-year-old inventory control officer found out that a new pre-school, MOE Kindergarten @ Elias Park, would be opening its doors in January. It was a six-minute walk from her home and she decided to sign up her five-year-old son, Hassan Fatih Simatupang, for it.
