New framework launched to guide human resource policies in power sector

SINGAPORE - A new framework that will help guide human resource policies in the power sector was launched by the Energy Market Authority (EMA) at a forum on Thursday morning.

Companies can refer to the National Energy Competency Framework, which spells out the career progression pathways for 26 groups of electricity and gas jobs in the power sector, to devise policies to attract, retain and develop staff.

Institutions of higher learning and training providers will also be able to use this framework to align their curriculum for both pre-employment training and continuing education to benefit mid-career professionals and students keen on joining the sector.

For example, a technical support worker in the power sector can progress to being an advanced technical support worker, technical supervisor and then, a technical professional. From there, he has the option of going on to the managerial or specialist track.

The introduction of the framework is in line with SkillsFuture, a national initiative to to encourage Singaporeans to develop industry-relevant skills by recognising career progression based on skills and training, and promoting lifelong learning at the workplace.

The 26 job groups include both technical and non-technical jobs.

They fall under 14 broader job families - including power generation, transmission and distribution of electricity and gas, and electricity or gas terminal operations - that have been prioritised by the industry "based on its current needs and impact to the power sector's future", said EMA.

The framework was developed by the EMA in collaboration with industry players, the Union of Power and Gas Employees and the Workforce Development Agency.

EMA chief executive Ng Wai Choong said the framework is important as the power sector plays a critical role in Singaporeans' everyday lives and in enabling the Singapore economy.

He added: "The National Energy Competency Framework will help the power sector's workforce upgrade their competencies and enhance their career prospects. Mid-career professionals and students interested to join the sector can also learn about the various career opportunities and the required skill sets to pursue their career aspirations in this growing sector."
