With the Fair Consideration Framework (FCF) set to be updated, most experts and employer groups interviewed said the rules against unfairly favouring foreigners have helped to level the playing field to some extent.

But they suggested ways the framework can be improved, such as requiring firms hiring foreigners to show that they are committed to shifting to locals, and limiting the job roles open to foreigners.
