SINGAPORE – Singapore Business Federation (SBF) chairman Lim Ming Yan has been appointed deputy chairman of Changi Airport Group (CAG) and will assume the role from Jan 1.

He will take over as chairman on April 1, succeeding Mr Tan Gee Paw, who has

held the post since October 2020

, the Ministry of Finance (MOF) said on Dec 27.

Mr Lim is also chairman of The Esplanade.

He is concurrently a board director of Enterprise Singapore and independent non-executive director of Sembcorp Industries, DLF Cyber City Developers and China Vanke.

Additionally, Mr Lim serves as Singapore’s non-resident High Commissioner to the Republic of Mauritius.

Previously, he was chairman of Workforce Singapore and a director of the Housing Board.

He was also president and group chief executive officer of CapitaLand from 2013 to 2018, CEO of The Ascott Limited from 2009 to 2012, and CEO of CapitaLand China from 2000 to 2009.

“Given his extensive experience in large-scale project development and strong leadership track record, Mr Lim is well positioned to lead CAG as it embarks on the next phase of growth of Changi Airport, with the construction of Terminal 5,” MOF said.

The outgoing chairman, Mr Tan, will remain on the CAG board as a director to provide continuity during the transition period, it added. He joined the CAG board in May 2017.

The ministry noted that under his leadership, CAG made “significant progress in its innovation efforts and capabilities, enabling it to emerge stronger from the Covid-19 pandemic, while ensuring financial prudence”.

CAG invested in “significant infrastructure upgrades” during this period – including the rejuvenation of Terminal 2, expanding the airport’s capacity to 90 million passengers per year – as well as technology such as robotics and automation, to enhance operation and optimise the use of manpower.

“As chairman, Mr Tan’s leadership was pivotal in guiding CAG through the challenges posed by the Covid-19 pandemic, while maintaining its focus on strengthening Changi Airport’s position as a global aviation hub,” MOF said.

“Despite the travel restrictions and border closures imposed during the Covid-19 pandemic, Changi Airport continued to facilitate the flow of supplies and essential travel, and supported the safe reopening of our borders.”

MOF added that the airport is on track to full recovery in 2025, with passenger traffic in recent months reaching pre-pandemic levels.

“MOF extends its appreciation to Mr Tan for his contributions as CAG chairman and thanks him for his continuing support as a board director,” the ministry said, adding that it welcomes Mr Lim as CAG’s third chairman.
