SINGAPORE - In delivering the keynote address at the May Day Rally on his first day as Deputy Prime Minister, Mr Heng Swee Keat signalled to unionists the importance he places on the relationship between the People's Action Party (PAP) and the National Trades Union Congress (NTUC).
His promotion to become the sole DPM at last week's Cabinet reshuffle had sent a clear message to the public that he is Prime Minister Lee Hsien Loong's successor.
