Academics, youth workers say policies can be improved to better help those lagging behind

When the Fresh Start Housing Scheme was introduced in December 2016, it was announced that up to 1,000 families could qualify for the scheme that helps families in rental units own a flat through a grant.

But as of December last year, only 56 families have been placed on the programme, a small fraction of the estimated figure.
