Having employment quotas would not work as firms could just offer menial or low-paying jobs to meet the quota, "without gainfully employing persons with disabilities to the best of their abilities", said a spokesman for the Ministry of Social and Family Development.

An employment quota to get more people with disabilities into the workforce will not work in Singapore, says the Government.
Such a system would introduce labour market inflexibility and invite competing calls for quotas for other segments of the workforce, such as for ethnic minorities, said a spokesman for the Ministry of Social and Family Development (MSF).
