Getting countries to overcome domestic constraints to cut their carbon footprint is a task already fraught with challenges. Convincing nations to cooperate for this purpose is much more difficult.
Since 2018, the almost 200 countries that are party to the Paris Agreement have failed to reach a consensus on how such a cooperative framework for reducing emissions should look.
