Two men charged with procurement fraud involving Singapore Prison Service

SINGAPORE – Two men who allegedly tried to defraud the Singapore Prison Service (SPS) by submitting forged quotations were charged on May 23.

Tan Sin Liang, 62, and Kiew Khie Leong, 35, face one count and two counts of forgery respectively.

The police said on May 22 that the duo were allegedly involved in creating false quotations in relation to a development project under the SPS.

They were employees of two different sub-contractors engaged by the project’s term contractor for mechanical and electrical works.

The forged quotations were meant to deceive the SPS into believing that their respective companies had submitted the lowest quotations for the works.

Kiew is alleged to have forged a total of 11 quotations, purportedly issued by two other contractors in 2019.

The quotations related to the supply and installation of pipes and water meters.

Tan is alleged to have instigated his admin staff to forge three quotations, purportedly issued by another contractor between 2018 and 2020.

The quotations related to the supply and installation of items such as fire hydrant pillars and fireman intercoms.

The men have each been offered bail of $15,000.

If convicted of forgery, they may be jailed for up to four years and fined for each charge.
