SINGAPORE – A Singapore Civil Defence Force (SCDF) officer and his wife were charged on Oct 16 with cheating the SCDF and the Ministry of Home Affairs (MHA) of more than $130,000.

Muhammad Zahid Rosli, 41, who was posted to the Civil Defence Academy at the time of the offences, faces 28 charges.

His wife, Nuraifa Ahmad, 38, the sole proprietor of Grundy Wellness Network and the director of Clutch Esports, was handed 19 charges.

Between 2017 and 2023, Zahid allegedly cheated the SCDF of about $52,000 by concealing his personal interests in both companies when he submitted quotations from the two organisations to the SCDF on separate occasions for paintball and e-sports events.

The Corrupt Practices Investigation Bureau said this in a statement on Oct 16.

Nuraifa allegedly aided Zahid by uploading invoices from the two companies into the Government Electronic Business Portal to receive payments for organising the events.

She allegedly helped him cheat SCDF and MHA by incorporating Clutch and agreeing to be its director to conceal his personal interest in Clutch when he submitted quotations to SCDF and MHA on March 21, 2022.

Zahid also purportedly cheated MHA of about $80,000 by dishonestly concealing his personal interests in Grundy and Clutch when he submitted quotations to MHA for similar events between 2018 and 2023.

On Dec 14, 2023, he allegedly attempted to cheat MHA of about $37,000 by concealing his involvement in Clutch when he submitted a quotation for an e-sports event.

Nuraifa allegedly aided Zahid on Aug 20, 2021, and Nov 30, 2022, to cheat MHA of about $33,400 by putting down her signature as the programme director of Grundy for two e-sports events.

This was done to get MHA’s approval for the two companies’ quotations for both events.

The couple is set to plead guilty on Nov 27.

If convicted of cheating, an offender can be jailed for up to 10 years and fined.
