SINGAPORE – A man who jumped bail in 1999 after he used a mirror to look up a woman’s skirt was finally re-arrested in July 2025 after being on the run for more than 25 years.

Goh May Ker, now 70, was sentenced to two months and two weeks’ jail on Sept 23.

He had pleaded guilty to insulting a woman’s modesty and an unrelated charge of criminal breach of trust.

Court documents did not disclose details about the circumstances that led to his latest arrest.

Deputy Public Prosecutor (DPP) Muhammad Jahabar said that Goh was near a basement linkway between Wisma Atria and Ngee Ann City shopping malls in Orchard Road around 9.40am on Aug 28, 1998, when he spotted a woman, who was 25 years old at the time.

The DPP added: “The accused followed closely behind her. The accused then positioned an open clutch bag, where he had placed a small round mirror facing upwards, beneath the victim’s skirt to look up her skirt.”

The woman turned around and caught Goh in the act.

She yelled at him and told a nearby security officer what had happened.

The officer detained Goh and the police were alerted soon after.

Separately, the offender, who was then employed as a senior sales manager, was at his Jurong East workplace in April 1999 when one of his colleagues handed him 20 pay packets and an envelope containing more than $14,600 in cash.

The woman then asked him to distribute the money to their colleagues as their salaries. Instead of doing so, Goh kept the money for himself. He has made no restitution.

On April 9 that year, he failed to attend a pre-trial conference involving his offences, and a warrant of arrest was then issued against him.

He was finally re-arrested on July 16, 2025, and has been in remand since then.
