It was nearly midnight when about 10 anti-narcotics officers knocked on the door of a one-room flat in Chin Swee Road last month and encountered a young woman who appeared dazed and high.

While that was not out of the ordinary for the squad, the squalid sights inside the flat shocked even some of the more hardened officers.
