Why 'disability' word not used in Census 2020, even as these numbers reported for the first time

The 2020 census found that 97,600 Singaporeans and PRs were unable to or had a lot of difficulty in performing at least one basic activity in six domains, including seeing, hearing and mobility.

SINGAPORE - For the first time, the Population Census gives a sense of the number of people with disabilities in Singapore - although the word "disability" was not used in the report.
This is because a person who faces difficulties in a basic activity as defined in the Census of Population 2020 is not necessarily a person with a disability, the Department of Statistics (DOS) has clarified.
