Nine BCA awards in 13 years: How strategic planning and collaboration underpin Parc Clematis builder’s success

China Construction (South Pacific) Development Co complements its skilled workforce with technology for better, faster and safer construction, earning a nod from the Building and Construction Authority this year for private residential projects

Spanning 5.9ha – about the size of eight football fields – the condominium development in Clementi comprises 1,458 homes, making it one of the largest private residential projects in the west.

Behind that standard is builder

China Construction (South Pacific) Development Co (CCDC)

, which has spent over three decades shaping Singapore’s residential landscape. It also constructed Parc Esta in Eunos, another mega-development of 1,399 homes that has been fully sold out.

The builder employed 3D modelling and virtual design checks to catch issues early, ensuring smoother execution on-site during the development of Parc Esta condominium.

Together, Parc Esta and Parc Clematis earned an average Construction Quality Assessment System (Conquas) score of 95.6. Conquas is Singapore’s national standard for assessing workmanship quality in building projects.

The strong showing helped CCDC clinch its ninth Quality Excellence Award in 13 years at the Building and Construction Authority (BCA) Awards this year.

The feat, according to the company’s spokesperson, is “a powerful testament to CCDC’s enduring commitment and resilience as a quality builder”.

Builder of quality homes 

The Quality Excellence Award recognises developers and builders of high-quality private residential projects that have maintained consistently high standards in workmanship and project management for at least six years – qualities that CCDC has repeatedly delivered.

“Winning the BCA Quality Excellence Award in 2025 marks a proud moment for CCDC, affirming its leadership in construction excellence, innovation and quality assurance,” says the spokesperson.

“It reflects the company’s role in shaping Singapore’s built environment through world-class standards, skilled workforce and a future-ready mindset.”

Twin VEW, located in the West Coast, was CCDC’s first foray into property development, which has earned multiple design accolades.

CCDC has been an early adopter of prefabricated prefinished volumetric construction (PPVC), which allows entire modules to be built off-site before being assembled on location.

The approach not only reduces noise and dust, but also cuts manpower and construction time by up to 40 per cent. To date, CCDC has built the highest number of PPVC residential projects in Singapore, with nine completed and six more in progress.

It also employs building information modelling and virtual design and construction, which have enhanced the way contractors and consultants coordinate, reducing delays and rework.

“Through rigorous planning, disciplined execution, continuous review, and a collaborative culture, we consistently deliver projects that meet financial and schedule targets without sacrificing quality,” adds the spokesperson.

Overlooking the Johor Strait, Northshore StraitsView is one of several Built-to-Order projects within the Punggol Northshore precinct, HDB’s first smart and sustainable district.

Since it was first incorporated in Singapore in 1992, the builder has made its name in the local residential market, securing bids for private and public housing projects. To date, CCDC has built more than 80,000 homes in HDBs and condominiums in Singapore.

Initially a building contractor, CCDC branched out into property development with the condominium Twin VEW in the West Coast. Among its recent projects are the integrated housing and retail hub Canninghill Piers at Clarke Quay and the Northshore StraitsView HDB project at Punggol.

Today, about one in every 20 people in Singapore lives in a unit built by CCDC.

Contributing to Singapore’s built infrastructure

More than residential projects, it is shared infrastructure that builds tight-knit and distinctive communities in a well-connected and convenient city. CCDC’s ongoing Bukit Canberra project in Sembawang, for instance, features various amenities, from sports facilities to childcare centres, across 12ha of land for residents to come together.

This is just one of 235 commercial projects under its belt, which also includes 20 hotels, 18 educational institutions, ten MRT stations and four medical centres across the island.

Its work on the Canberra MRT station on the North-South Line was particularly notable, as it was the first in the network to link a train platform directly to a pedestrian bridge.

In addition, CCDC is supporting Singapore’s water security through its work on the Tuas Water Reclamation Plant. When completed in 2027, the facility will be able to treat and recycle up to 800,000 cubic m of used water daily.

Looking ahead, CCDC intends to keep pace with Singapore’s transition towards innovative and green urban infrastructure.

“The company will continue to align with Singapore’s long-term development goals, focusing on high-quality, forward-looking infrastructure projects that support national priorities such as healthcare, transport and sustainability,” the spokesperson explains.

“By introducing innovative technologies and products, and adapting them to local needs, we aim to provide solutions that are sustainable, efficient and suited to Singapore’s urban vision.”
