On Monday, the Pentagon reported that China had declined an American request for a meeting in Singapore between China’s new defence minister Li Shangfu and his American counterpart Lloyd Austin.

The news is a disappointing development for the annual Shangri-La Dialogue (SLD), a high-level conclave of defence ministers held annually in Singapore.
