A group of school principals was commissioned to visit “a selection of good schools” in the United Kingdom and the United States and draw lessons for Singapore. They published a report titled “Towards excellence in schools”.

In it, the principals mentioned that in all schools they visited, there was a clear separation between academic and non-academic duties, which reduced administrative work for teachers and allowed them to focus on professional matters.
