As Prime Minister Narendra Modi savours his party’s

impressive triumph in three heartland states of northern India,

some might wonder why the forever-in-campaign-mode Indian leader declined to exult at the strong showing. 

Instead, his comments were carefully measured. “Encouraging”, was how he chose to put it.
