Noisy pile drivers being used in this construction site at Pek Kio.

The ongoing construction work across the road from Pek Kio Market and Food Centre uses pile drivers, and I often hear the repeated banging sounds produced by the machines during the day.
There are Housing Board blocks within 30m of the site. Why was the use of this type of machinery so close to many residents approved?
