Forum: Why is HDB’s Family Season Parking scheme not available to all?

I am glad Singapore has many schemes supporting a culture that values families. One such scheme is Family Season Parking (FSP), which allows drivers to park at carpark spaces reserved for season parking holders near their family members’ home at a discounted rate.
I was glad to learn of this scheme as my daughter had asked me to stay over at her place temporarily to help her after her surgery. But I realised later that I cannot apply for it as I live in private housing.
The scheme is only for drivers who are the owner, authorised occupier, or an approved subtenant of an HDB flat or room, or are an owner or tenant of an HDB shop with living quarters. They must also have valid HDB season parking for their own home.
Why this restriction to exclude those in private housing when the key objective is to build family bonding?
I hope to get clarity on the rationale behind this. Or perhaps it’s time for a review.
