The Ministry of Social and Family Development (MSF) and SG Enable recognise that ageing in place can be challenging for adults with disabilities, particularly those with higher support needs and sensory sensitivities. Well-designed living environments together with appropriate support are key to helping persons with disabilities live within the community.
As part of the Enabling Masterplan 2030, MSF and SG Enable recently launched a pilot community living initiative, the Enabled Living Programme (ELP). ELP supports adults with disabilities with low to moderate support needs to live on their own within designated public rental flat locations. These individuals are supported by an ecosystem of care and social support, including on-site services, such as daily living and social skills coaching, as well as community engagement activities.
The Home Support Programme, to be rolled out later in 2026, will provide services for those living in their own homes. These programmes aim to enable persons with disabilities to live well in the community for as long as possible with dignity, choice and support, through different living arrangements.
SG Enable and MSF will take into consideration feedback from clients and caregivers in assessing what is feasible and sustainable. We will also partner with social service agencies to refine these programmes and address gaps in the landscape to better support the long-term housing and future care planning needs of adults with disabilities.
