The Resale Flat Listing (RFL) service on the HDB Flat Portal is a one-stop platform for the listing and transaction of HDB resale flats. It provides an additional option for sellers to list and market their flats independently or through an appointed property agent.
To streamline the listing process, key flat details such as address, flat type and floor area are automatically populated using HDB’s data. Recent transacted prices of nearby flats are shown when creating a listing, to help sellers make informed decisions on their listing price.
Interested flat buyers can conveniently browse and compare new and resale flat options on the Find a Flat page, to choose a flat that best suits their needs. The page has seen strong visitorship, with over one million visitors in the first half of 2026. Step-by-step guides and videos are also available on HDB’s InfoWEB and social media platforms to guide buyers and sellers.
Since its launch in May 2024, more than 12,500 verified listings have been published on the RFL service, with over 60 per cent of the flats listed completing their resale transaction. Close to 40 per cent of these completed transactions were by sellers who listed their flats without a property agent. As with any property listing platform, the time taken to find a buyer can vary depending on factors such as the flat’s attributes, asking price and market conditions.
To further strengthen the RFL service as a transparent, reliable and trusted marketplace, HDB and the Ministry of National Development are studying whether to require all resale flat sellers to list their flats on the RFL service. This would give buyers a comprehensive view of verified and accurate listings from eligible sellers, and give sellers greater assurance that interested buyers hold a valid HDB Flat Eligibility letter to buy an HDB flat. Sellers can continue to appoint property agents to help market their flats, or list their flats on other property portals in addition to the RFL service.
HDB is gathering feedback from buyers, sellers and property agents to consider enhancements to the RFL service. We will continue to raise awareness of the service, and give buyers and sellers the tools and resources to make informed decisions when transacting their flats.
