The house, which was supposed to have taken 18 to 24 months to build, ended up taking more than three years to build as there were no penalty clauses for delays in the agreement.
The builder kept giving excuses such as “no worker”, “worker sick”, and “bad weather” and took its own time and at the same time took on more projects.
When the house finally obtained the temporary occupation permit, the builder wanted to collect the 5 per cent retained sum.
I refused to pay as the workmanship was bad, with several major items needing to be hacked and redone.
Despite that, the company insisted it was entitled to collect the 5 per cent as the work was completed.
I did a legal search and found that the company had been sued on several occasions. Despite the poor workmanship and irresponsible behaviour, the company is listed as one of the best construction companies in Singapore on one website.
I complained to the Consumers Association of Singapore but was told the best it could do was to ask the company to attend a mediation session, but the company did not respond.
I contacted the Building and Construction Authority, which told me it is responsible for only structural issues, and any other problems are between the owners and contractors.
I suggest that the authorities set up a dedicated agency with enforcement powers to compel both parties to accept mediation in disputed cases.
A demerit point system should also be put in place for renovation contractors, especially those involved in structural works. A public register of these licensed contractors, along with the demerit points given, should be provided to the public so that consumers can make informed choices when selecting contractors.
I would also like to advise consumers not to rely on online reviews and rankings alone. And if they are signing a renovation contract, they should have a lawyer review it.
