Since the Nominated Members of Parliament (NMP) scheme began in 1990, public calls have consistently been made to invite the general public to submit the names of suitable NMP candidates to the Special Select Committee on Nominations for Appointment as NMPs (SSC) for consideration. These invitations are publicised through press releases detailing the application process. Advertisements are also placed in The Straits Times, Lianhe Zaobao, Berita Harian and Tamil Murasu.

The SSC will consider all proposed candidates, including senior women. Section 3(2) of the Fourth Schedule of the Constitution states that persons to be nominated shall have rendered distinguished public service, or brought honour to the Republic, or distinguished themselves in the field of arts, letters, culture, the sciences, business, industry, the professions, social or community service or the labour movement.

NMPs enjoy the same rights and privileges in Parliament as elected MPs to ask parliamentary questions, participate in debates, introduce Bills and move motions. They possess voting rights on all matters, except a few specified under Article 39(2) of the Constitution.
