To tackle the issue of domestic violence, a Taskforce on Family Violence, co-chaired by Minister of State for Social and Family Development Sun Xueling and Minister of State for Home Affairs Muhammad Faishal Ibrahim, was formed in February 2020. The taskforce, comprising members from social service agencies (SSAs), the courts, hospitals, the police and other government agencies, released its report in September 2021. It contained 16 recommendations to raise awareness and prevent abuse, make it easier to report abuse so that survivors get immediate support, enhance protection for survivors, as well as increase accountability and strengthen the rehabilitation of perpetrators.

These recommendations are being implemented by various government agencies and community partners. More information can be found at go.gov.sg/taskforce-on-family-violence-report. The Ministry of Social and Family Development (MSF) has an ongoing “Break the Silence” campaign to raise awareness of domestic violence, and to encourage those who have witnessed or experienced violence to report such acts to the National Anti-Violence and Sexual Harassment Helpline (NAVH).

When a case with child abuse concerns is reported, it is referred to MSF’s Child Protective Service for investigation and statutory intervention, or to SSAs such as the child protection specialist centres and family service centres for community-based intervention. MSF and the SSAs will provide the necessary support, counselling, and intervention for the survivor to address the impact of the trauma. Partners like schools and hospitals are also important touch points to sight children and detect abuse. MSF is rolling out domestic violence awareness training nationwide to train more social workers and members of the public to spot signs of domestic violence.

Anyone who is aware of child abuse or other acts of domestic violence can call the NAVH on 1800-777-0000, submit a report via the LifeSG App or NAVH online reporting form (go.gov.sg/navh), or call the police if there is imminent danger.
