HDB parking spaces are provided primarily to serve the parking needs of HDB residents. The Family Season Parking (FSP) scheme is meant for HDB residents with existing season parking at their residential carpark, but require a second season parking for the same vehicle to facilitate visits to family members living in other HDB blocks or estates. The resident needs to pay an additional 50 per cent of his season parking charges to qualify for FSP.

HDB prioritises the allocation of parking spaces in HDB carparks for residents to ensure fair distribution of parking spaces. Nonetheless, non-HDB residents who wish to park at HDB carparks have the option to purchase regular season parking, subject to availability.

Alternatively, they may pay the prevailing short-term parking charges. To promote family visitation and bonding, the Free Parking Scheme is available at some HDB carparks where all drivers can park for free at stipulated hours on Sundays and public holidays.
