As a father of a toddler and with another child to be born later this year, I appreciate the plan to inject up to 20,000 additional certificates of entitlement (COEs) (“

”, Oct 29).

However, there is room for a more equitable distribution of COEs.

In recent years, high and rising COE prices have become a problem.  

With our ageing population and other demographic challenges, there is a growing need to recalibrate the current COE system to meet social needs.

The Housing Board’s various priority schemes for married couples, families, seniors and more are an example of how scarce resources can be allocated to achieve social priorities.

Similarly, the Government can introduce a priority scheme for COEs for families and caregivers of young children, the elderly, persons with disabilities and those with serious health conditions.

Such a scheme could involve a partial or complete COE waiver if certain conditions are fulfilled, or the introduction of a separate COE category.
