President Tharman Shanmugaratnam’s opening address to the 15th Parliament resonated with many of us. His call to uplift lower-income families and build a “we first” society is very much aligned with the work of the Chinese Development Assistance Council (CDAC) since its inception.

We aim to double the number of tuition and enrichment programme places to 30,000 by 2030. Behind that number are real children, real families – each with their own hopes, struggles and stories.

We have met children who carry more than their share of burdens – some juggling school while taking care of siblings or family members with special needs. Our CDAC 2025 Needs Survey found that 40 per cent of students take on caregiving duties at home.

One child, recently placed under child protection, brought this into sharp focus. Behind his behavioural challenges was a longing – for safety, connection and someone to care.

It was a stark reminder that the inner world of a child is shaped not just by circumstance, but also by the strength and stability of their family relationships. When those foundations are shaky, everything else trembles.

Our survey revealed that nearly half of secondary students do not confide in their parents when they are upset. Many feel close to their families, yet emotionally alone. That is why our case workers focus on strengthening those bonds.

We found that many students lack role models. In fact, 48 per cent of them in the survey said they do not have one at home.

Our CDAC colleagues walk alongside, rebuild trust and help families find their footing again. Volunteers from all walks of life step in along with our full-time mentors to be that steady presence in a child’s life.

We are doing our part to bring President Tharman’s vision to life through steady commitment – one child, one family, one community at a time.
