We thank the management corporations (MCSTs), industry and the public for their feedback and perspectives on various issues, including ensuring adequate sinking funds, implementing mandatory technical audits for ageing buildings, fostering transparent communication and enhancing professional expertise in estate management.
The Building Maintenance and Strata Management Act (BMSMA) empowers MCSTs to manage and maintain their developments, including provisions for the collection and use of sinking funds for long-term maintenance and upgrading works. While the legal framework is in place, it is also the collective responsibility of subsidiary proprietors (for example, owners of individual condominium units), MCSTs and management council members to manage their own estates effectively, supported by managing agents (MAs) and industry professionals.
We encourage subsidiary proprietors to take an active role by participating in the decision making at annual general meetings and consider joining the management council to discuss estate management matters. In addition, MCSTs should also plan ahead, review contributions from subsidiary proprietors regularly, and ensure the adequacy of funds to meet long-term maintenance needs.
To strengthen estate management, BCA has launched several initiatives, such as a free online self-learning course for management council members to enhance their strata management knowledge. BCA has also published a series of Strata Management Guides online, covering key areas of the BMSMA and good practices for council members and MAs.
BCA also recognises two accreditation schemes administered by the Association of Property and Facility Managers and the Association of Strata Managers to enhance MA professionalism and competencies.
The formation of the MCST Association of Singapore in January 2021 has also created a platform for sharing of best practices amongst MCSTs in Singapore. Anchored by experienced management council members, the association represents MCSTs’ interests and facilitates knowledge exchange within the community.
BCA is reviewing the BMSMA to strengthen self-governance and ensure better estate maintenance. Feedback and suggestions received from stakeholders will be carefully considered as part of this review.
