The third plenum of the 20th Communist Party of China’s Central Committee, which will be held from July 15 to 18, presents a rare opportunity to make some of the radical changes that China’s economy needs.

Usually held every five years, third plenums focus on deepening economic reforms. Some past plenums have had a transformational impact. Most famously, in 1978, then leader Deng Xiaoping announced China’s shift away from central planning to a more market-based economy in what was one of the most far-reaching reforms in China’s history.
