It might seem like the world is on fire right now. But don’t count on the record-breaking temperatures to bring about a bold game plan at the United Nations COP28 climate talks in Dubai in December.

Despite “global boiling”, as United Nations Secretary-General Antonio Guterres has described it, many of the world’s richest nations don’t seem to be in the mood for decisive action and to dial down on fossil fuel emissions any time soon.
