SINGAPORE - When Mr Vitaliy Nechaev, 32, and his wife Elena Khomchenko, 37, decided to move to Singapore in 2012, they knew little about the small city state.

"Not many people in Russia know much about Singapore. We tried to look up information online, but all the sites were just limited to things like what kind of food you can get here, and so on," said Mr Nechaev, whose wife, who was then a project manager in a business consulting firm, had been posted here for work.
