SINGAPORE – Decades ago, before the evacuation notice arrived and the boats were loaded, Madam Nooraini Rani used to sit under the attap roof of her family’s coastal home and watch drying batik sarongs flutter in the wind.  

The 64-year-old mother of five moved from Pulau Semakau to mainland Singapore in 1977, and now lives in a four-room flat in Jurong, where laundry is hung on a bamboo pole outside her third-floor unit.
