SINGAPORE - Officially, Singapore is in the heightened alert phase now, but another way to describe this state of affairs might be "in limbo".

People who had gone back to their offices are now working from home again. Restaurants, cafes and hawker centres can offer only takeaways and deliveries. But shops and other businesses are still open. It is possible to be out and about, but not to dine outside the home.
