Filipino film-maker Carlo Francisco Manatad's debut feature, Whether The Weather Is Fine (NC16, 2021), is a bleak comedy about a disaster that is based on a real-life disaster.
In 2013, Typhoon Haiyan devastated parts of the Philippines and killed more than 6,000 people.
