I understand that most smartphones have a built-in FM chip, but it is not activated.

Making it compulsory for all mobile phones to have FM capability would allow the Government to reach almost everyone in Singapore. This will be important during a crisis.

The Government can easily do it by stating it as a requirement for smartphones that go on sale here.
