Doubts about quality of 'branded' pre-school

Like all other parents eager to give the best to their children, I enrolled my child in one of the so-called top "branded" pre-schools in Singapore.
However, my experience in the past year has left me in doubt as to the quality of the education at the school.
Barely six months after my child started school, two teachers in the class left within weeks of each other. We were abruptly informed and given no explanation. Two completely new teachers, one of whom works only part-time, were then assigned.
The principal said that one of the teachers would follow the class to the next grade. We soon discovered that the same teacher quit after barely three months on the job.
How would children be able to adapt and learn properly when the teachers keep changing?
On top of that, when my child was sick and did not attend school for one week, not a single teacher called to ask why. I question if the school or the teachers genuinely care for my child.
The pre-school may boast a superb curriculum but if it does not have teachers with a genuine passion for teaching, the programme is nothing.
After all, teachers are the heart of any education programme; they are the ones who bring the stories alive and nurture the young minds.
I am beginning to doubt whether I have made the right decision. Would a neighbourhood school, which is far less pricey, have been a better choice?
