NEW DELHI - Prime Minister Narendra Modi kept a low profile during the passage of the Citizenship Amendment Act (CAA) earlier this month in Parliament.

Mr Modi, the ruling Bharatiya Janata Party's best orator, was not present during the debates on the draft legislation, which provides citizenship to non-Muslims from Pakistan, Afghanistan and Bangladesh.
